EPYC 7003/7002 lower power CPU

I have testing H12SSW-NTR on the way and I'll need to fit it with some CPU.

I know EPYC CPUs can draw a lot of energy. This build is a server for static webserver, so not much performance is required.

What CPU would you choose? I really don't want to have 400W power eater. I'd like to get to 150W-200W with several nvme m.2 drives during normal usage or ever lower if possible.

A datapoint at least:

H12SSL-i + 7302P 16-Core 155W TDP with a loadavg of 6 currently
4x 64GB 3200MT/s RAM,
Nvidia 3090 idling at 22 W,
2x LSI SAS2008 that are 10 W each iirc,
Optane 900p @ around 4W or so
12x HDD:s & 7 consumer SSD:s - no clue
2 small 8 port gigabit switches powering 1 AP..10-15W?
It's averaging 170W from the UPS. Around 200 W during scrub of all HDD:s.
Running 32 instances of dd bs=1M if=/dev/urandom of=/dev/null to peak all cores @ 3.3 GHz I'm stable at 242 W from the UPS.

Considering all stuff here you could use plenty of NVME and max out the CPU while keeping at around 200 W.

the IOD contributes to most of the draw and even so ever since the launch of Zen 3 its gone down a lot compared to the beginning where buggy UEFI might have to blame but anyway, at idle the cores themselves don't draw anything.

Sapphire rapids have higher idle power draw now ;)
