i think i swapped cpus like 20 times now, but I am fairly sure they are tight most of the time if not all

have had 3223 too recently. worked too on C621D8A
your Board is eccentric.

i would do a IPMI BIOS downgrade to clear all NVRAM. can't be wrong.
