Dell T7610: Second cpu not detected. Any suggestions?

Hello,

I wonder if anyone has anything to suggest about
the following:

Got a dell t7610 (second hand of course) for its
four x16 pci slots sans cpus and sans ram. Also,
I have two 2695v2 (SR1BA) and 8x16GB ddr3 rdimms
@1600 with identical part number.

Installing one of the cpus and all ram in the first
sockets and its ram slots, the system boots up fine
and in the bios everything looks ok.

After adding the second cpu in the available socket
and splitting the ram sticks into 4+4 between sockets,
the system boots fine but the bios detects the first
cpu and its ram only, the second slot is reported
as empty.

After interchanging the cpus and ram sticks, again only
the first slot appears occupied.

The heatsink mounted on the second slot is as warm as
that of the first slot.

Under intense light and a magnifying glass, the second
socket appears intact.

The bios log shows nothing.

Resetting to bios defaults does not make the second cpu
to appear.

There is no bios on/off switch for the second socket.

Has anyone any other ideas?
