Could somebody tell me what "100% Tested" means?

Lots of HD's on eBay say they're "100% Tested". Sounds like 100% BS to me but what do I know?

100% that it means they ran a Tool and IT showed "100%"

That means that every single HDD was Tested, so all (100%) disks were tested.
Results, on the other hand...

It means they 100% turned it on. Very tested.
