Changing ConnectX-3 from IB to ETH in Hyper-V

I am pulling my hair out on this one. I've spent nearly 6 hours trying to find out how to change my built in ConnectX-3 on my Supermicro mobo from IB to ETH.

I am not running Windows... just the Hyper-V 2016 core. I can't access Device Manager from Server Manager because it is giving me some Access Denied error and I can't find any instructions on how to do this in powershell.

However, I managed to install the latest driver from Mellanox website on the Hyper-V core server.

Does anyone have any idea how to change from IB to ETH in Hyper-V core?

Here is my batch file

REM Flash OEM (IBM) Mellanox ConnectX-3 EN with stock firmware?

mst.exe status

REM ?? Infiniband = 1 , Ethernet = 2 , AutoSense = 3 ( VPI )
REM This would set port 2 to Infiniband mode.
mlxconfig.exe -d mt4099_pciconf0 set LINK_TYPE_P1=2
mlxconfig.exe -d mt4099_pciconf0 set LINK_TYPE_P2=2
