Brocade ICX 6430: cannot access console...

I'm trying to follow the instructions at Setting up Brocade ICX6430 and I am using PuTTY. I have a console cable connected from my PC to the console port ( |O|O ) on the Brocade.

In PuTTY under 'Specify the destination you want to connect to' I've chosen 'Serial' and that prefills 'Serial line' to COM1 and 'Speed' to 9600 and click 'Open'.

That opens the CLI window and it's blank except for the green cursor and the window title 'COM1 - PuTTY'. Powering off and back on the Brocade has yielded nothing and I've even reset it.

I've also rebooted the PC and tried a couple of different USB ports. The cable is new but I don't actually know that it's not defective - however, Windows does recognize that I've plugged it in by playing the 'device connected' sound.

Any help on how to access the Brocade would be greatly appreciated.
