Any recommendation for cheap full size LGA 3647 cooler/heatsink for Supermicro X11DPH-T?

I highly doubt it. You're dealing with a server class cpu which tends to be at the higher wattage levels vs a desktop cpu. You're trying to avoid noise, which means a bigger heatsink to handle the heat load. Bigger heatsink means more $$$$.

Aliexpress has 4U coolers might want to check them. Coolserver brand around 50USD last time i checked.

Any cheap 4U full size LGA 3647 cooler/heatsinks? Any recommendations?

I am using this for Supermicro X11DPH-T

I see a decent price 2U cooler for $35 but i suspect it will be loud so would prefer a 4U cooler if possible

Can not recommend these. If you are a 'tester of things' and this cooler goes on and off several times, the screw (2) always gets lost. Btw, this fan is not loud in any way. Go with the original Supermicro cooler.

If you need a tower-like cooler, get a Noctua. Don't look for 3647 socket coolers, but 4189 socket coolers. Just found several Noctuas for ~40US$ on eBay and got a 3647 mounting kit for 20 US$. You won't find any 3647 coolers below 100 US$.

good idea but you have to make sure the notches for the screws 3&4 are milled in the base-plate.
i.e. the Noctua NH-U9 DX-4189 can not be used for 3647.

Noctua's own documentation says the NH-D9, NH-U12S, and NH-U14S are all compatible, and the mounting kit for 3647 is available free of charge from them by contacting their support team.

That's exactly what I did to get Noctua mounting hardware for another LGA 2066 board. My first had the kit included, but the second was manufactured after they stopped including it (08/2023).

Note when I did this they asked for a receipt, so the free part probably doesn't apply if you buy used. Also it shipped from Austria and took a couple weeks to arrive.

That said, I only used the square ILM adapters, I am pretty sure the narrow brackets in my closet are complete and usable if someone needs them.

I don't think you'll have any issues. I have an X11DPH-T also, running a pair of 6140's with these Lenovo Coolers. Idles in the 30's, a prime95 run has the temps in the low 60's.
I placed an order on 2/20, they didn't ship until 2/28 out of Shenzen, but they were delivered 3/1.

Are there any better value skylake or cascade lake cpu in term of $/core or performance than 6140 right now? I was hoping for more than just 18 cores for $40.

I got epyc7551 with 32core for $68 each a few months ago.

6132 is about $20 for 14 cores, presumably much better than 50% the performance of the 6140, so that's cheaper per core and performance, but if you actually want higher performance, not just value, I think the 6150, at $125 is the next step up. In cascade lake that almost gets you a 4208, this generation has a couple more years before it's cost competitive with skylake.

That;s only 8 cores. really sucky price of $125 for 8 cores. Really crappy price compared to AMD epyc...lol... Honestly hasn't found anything better than epyc 7551 at $68 ;)

6132 is definitely the price/performance winner. It's better at single-thread, and just 5% less total. The 6150 is 20% better overall, but at 6x the price...probably not worth it.

The "Gold" Xeons are far better than the "Silver", so the 6132 is still much better than the 4208, and pretty much the same as the Epyc 7551, and uses less power, too.

Even the Xeon Silver 4114 (around $7 last I checked) is better than the 4208, since the Silver models lack pretty much all of the new stuff added after Skylake.
