Am I reading the new XEON benchmarks correctly? Same performance as E5 V4s?

I've been reading through all of Patrick's review on the newest intel Gold/Silver/Bronze cpus and it seems they don't deliver significant performance vs the last generation XEONS... I guess the primary difference are the inclusion of AVX 512, more PCIE Lanes and memory channels?

There is certainly an improvement in performance IPC wise in most applications. Some cache-intensive applications can be better or worse on Skylake. Monero mining results show a very targeted case where it is worse.

Intel has also been playing with clock speeds this generation.

Yes the clock speed changes even out everything a lot more.

PCIe yes but not huge differences, I can say the memory channels makes a massive difference especially at 12 dimm per socket, it's full speed where as going over 8 dimm in E5 you paid a speed penalty, bandwidth is improved also.
