Advice for low power Xeon E3 server

I'm need to put together a 1U rack server for colocation and the lowest price bracket for hosting only includes 0.4 amps of power (230V), with the criteria for determining the power consumption as: "peak usage at boot, take 90% of it, and round down to the nearest 0.1 amps".

It it a realistic goal to aim to construct a Xeon E3 based system within these limits?

I was looking at something like this SuperMicro 5017C with an E3-1230

You might be able to. I think that is about 92w to work with. A few major factors to consider:
1. Disks
2. Fans
3. CPU utilization

I think that if you are pegging that CPU, you could run into issues an on boots/ reboots.
