I believe I narrowed down my insane SEL/IPMI log spam issue down to a PCIE PERR that is repeating.
And I believe i narrowed it down to my LSI card- onboard LAN disabled, no other pcie devices installed yet issues continue.

This error is also reported on the SEL/IPMI logs, which is why it's an issue in the first place.

I'm pretty certain it's the LSI card.

If it is the card and the firmware is the latest, does anyone have any alternatives?

Try disabling LSPM in Bios. Older PCIE bridges like the one used for bridging the two 9300 on your 9300-16i often do quirks if link power management is enabled for PCIE.
