Add a fan to the ASIC heat sink. I used a Sunon MF60101V3-1000U-A99 in my 7250-48P.
I also suspect the fans you swapped in aren't really up to the task (10.3 feels kinda low to me, I think something in the 17-19 range would be better), but you'd have to see if the ASIC solution at least got you...
Yes, attach it to the CPU heat sink. Sorry, I wish i'd taken pics of this at the time.
There's no perfect attachment points, I just used some heavily threaded screws and they bit into the heat sink enough that it holds it in solidly.

Make sure the fan is attached to the ASIC heat sink, not the case.
I used screws and just screwed right into the fins of the heat sink. Been great for almost 2 years now.

My 7250-48P pulls around 55W with a few PoE cams attached.
I'm still convinced the 7250 is THE best L3-10G switch for homelab use - considering low power draw, fairly low noise (moddable even moreso) and switching power, plus it's a fairly recent/supported design.

It sounds janky, but honestly, just drive the screws right into the heat sink. Well-sized and threaded will grip right to the fins very securely. That's how I did it.
I'm biased since I wrote a lot of the posts, but for the 7250, I'm all in on the Mechatronics for the rear fans, and the single Sunon for the ASIC fan. Pay close attention to the model numbers in the posts.
And if it's cranking up every so often, probably a room temp/airflow issue, so do...
Just to jump in on this - I want to be sure you purchased the Sunon (or similar) fan for the ASIC as well - that's sort of the magic that makes this all work. You also need to have it when you crimp the rest of the fans since you need to wire it in to fan 3 (assuming you're doing all 3 fan headers).
