Hi. Has anyone installed and ran Broadcom LSA 008.003.012.000 successfully under Rocky Linux 9.2? I am familiar with the installation steps. I can install and run LSA under Rocky Linux 8.8 and Ubuntu 20.04 LTS.

There is nothing wrong with your motherboard. The root cause is that your CPU fan and/or case fan(s) run at very low speed. Because this is a server-grade motherboard, BMC expects fans to run at high speed. Since the speed is low, BMC thinks something is wrong and ramps up the fan(s).
