    Loopback failure on switch which really eats almost anything points to dead cable or dead or blind transceiver. Check out ethtool -m and Monitoring Interfaces and Transceivers Using ethtool | Cumulus Linux 4.0 If you are lucky it will tell you what is wrong on Linux.

    Also don't use Windows, get a recent Linux ISO for techies (Kali LinuxRescue etc.) put on USB drive prepared with Ventoy and check ethtool if transceivers show up at all. Some older transceivers get very hot and need good cooling, Mellanox original firmware doesn't care, maybe HP got too many...
