Guess CPU for this can often be found as nobody has Mainboards ...
Maybe more a problem to find a chassis
yea but 10 Gbit Lan SAS2 8 port at 210€ is to nice even without a chassis:) or something custom made.

Does anybody know if 1.) You have to have all 4 CPUs installed to access all of the PCI-E slots? and 2.) If non-ECC RAM will work on this bad boy?

PCIe should be quite clear from the block-diagram in the Manual, and usually some pages later there are some tables for memory-configuration ;)
Guess it might work with non-ecc but i wouldn't do this on a board like this...

Which what i've seen is a typical "business model" of UK based sellers! Wait for a few sales and then increase the price.
I followed a seller of some SAS HDDs in UK and price went up ~£40 within weeks IIRC. And i didn't buy ofc.
When i asked, he wrote to me that "Ebay's automated system does the price increase automatically".
Is that true?

Just look at the sales history.

The Seller has updatet the listing Price is now 222€ and stock dropet to 7

you need to install CPU1 and CPU 4

if you need the SAS Contoller , CPU2 also needed.

Or CPU1 and CPU2 , so only PCIe port 1 and 2 is usable.

but maybee an issue with the 10Gbit.

simplest was : buy 4 CPUs ;)

What CPUs can be used on this sort of motherboard? Must the CPU be E5 - 4XXX?

I wouldn't go for this and prefer two dual 2011 Systems.
These also have more PCIe in total, even on a single board and don't involve CPU and Chassis that are not so common.

E5-4650Ls are somewhat reasonably priced, but I don't see a ton of listings with 4+ of them, so you'd need to mix different sellers and hope that they're actually all the same rev.
