Xeon E5-2658v1 not switching to turbo frequency

I'm using a Supermicro X9DRL-iF motherboard with a Xeon E5-2658v1.
I'm noting that the clock frequency sticks to 2,1 GHz and does not activate the 2,4GHz turbo mode when needed.

I know that the memory type could affect such behaviour, shown when using either Windows10 or Archlinux; I'm using 8 chips of Samsung 8GB 2Rx4 PC3-10600R-09-10-E1-P1 memories.
The strange fact is that using on the same mobo and memories a Xeon E5-2640v1, regular freq 2,5GHz, the turbo mode can be activated, although just at 2,8GHz and not at 3,0GHz as the Intel ark site describes.
The problem can be reproduced in single or dual CPU config.
