Hello. I have an old PC (processor AMD, 2 GB Memory) with Windows 7 32-bits. This PC has one VGA output. How can I connect my PC with a modern video panel? I want to have quality video on my video panel without any noise or delay. Thanks.

Does this PC have any PCIe expansion slots? There are plenty of cheap PCIe graphics cards on eBay that will give you a DisplayPort or an HDMI output. For example: NVIDIA Quadro FX 580 PCIe x16 512MB GDDR3 Graphics Card GPU R784K DVI | eBay

Due different signaling techniques, you will have to get an "active VGA-to-HDMI" adapter. Interestingly, some OEM solutions (DELL) can pass a digital signal over VGA port, but it is a rather exception than a rule.
