Supermicro H11SSL-i Rev2 + AMD EPYC 7401P = no boost clock, locked to 2Ghz?

Hello,

I'm stuck with a problem, even tried installing a fresh Windows Server 2022
When I try heavy load, like Cinebench R15, I get low results (2400, instead of 3100+ from other owners of that CPU).
I have "investigated" that the clock speed does not boost beyond the base clock of 2Ghz. The processor should boost up to 2.8Ghz on All-Cores.
I have tried enabling/disabling P/C-states and SMT in the BIOS, but no difference.

Any help, please?

So, imidiately after posting, I tested "High performance" power plan on Windows aaaaand it boosted as it should (2.54Ghz, but maybe temp limited, still not figured out)... in this plan, on idle, the CPU clock is 3Ghz... so returent back no "Balanced" power plan and again, max boost clock 2Ghz... idling is back to normal...
Is there some specific drivers I need to install for AMD Epyc on Windows Server?
