Super noisy Quanta AMD EPYC Daytona Rome Server

I am playing around pre-production quanta server with ES cpus. The server is same as:

The server is super noisy Fans spin down but still very noisy. I have a similar Quanta d51 which was very quiet. When I checked the BIOS, I was not able to see any fan speed adjustment.

I want to check:
- Does Quanta have configuration similar to Supermicro to control the fan speeds? Perhaps IPMI based?
- Does anyone have experience with dual epyc servers, with so many cores, can the system idle with low fan?

I use a bunch of Dell R6525 servers at work that have dual AMD EPYC 75F3 (which are the next generation, and are 280W TDP vs the 225W TDP of the 7742). These run loud and hot when in use. Even at idle they are still pretty loud.
