Whats the communication partner on' from 0.0.0.0 to port 67 at 255.255.255.255 via interface 547' ? Was that up or down already?
Can you get box boot times from IPMI?

Chassis log is after reboot so not really telling much I guess

IPMI Event Logs do not show anything. Least in web based UI, let me check IPMIView.

Not sure what is broadcasting DHCP over interface 547 or what that interface even is. Switch has static IP.

VMware vmksummary.log output, not much there, hostd shows a LOT more but makes my eyes hurt.

You can see it say 'Host has booted' right after full init/log message and a heartbeat to the host that DIDN'T go down that took over master HA role.
