Ok, works done, bios upgraded to F8. Same scenario - after change CPU to 8222CL immediately red led (SIO_LED1) shows up. Even the q-code 7-segment display remain dark. I attached two photos below.

asked my cpu supplier and got this answer:
"There are some batches of C621 WD12 that are older and do not support oem processors. C621 WD12 IPMI should all support"

Thanks for that you check it. It's always clarifying something. I wrote to Gigabyte, and also mentioned them that on IPMI version these CPUs works, so maybe there will be chance to move some part of BIOS code responsible for VRM controlling to non-IPMI version. In other way, maybe there is some module in UEFI which can be edit or copy to non-IPMI version, but there is nowhere to find such information.

Is there more to 8124m compatibility than physical socket compatibility and microcode support?

For example the SuperMicro X11DPH-Tq seems to support CPUID 50654 (checked via MCExtractor and latest BIOS) but I haven't found any reports of success using this motherboard and the 8124m. In fact a lot of the SuperMicro boards have this microcode.

What else is needed for 8124m compatibility besides microcode support?

240 Watts continious power is required, and 452 Watts for 32 seconds(what the CPU will never draw, but reports this)
Do you know of any way to find out if the board supports that before buying? The SuperMicro boards that supposedly support the 8124m all claim to provide only 205w.

there are no consumer supermicro boards that support the 8124(M).
you may refer to custom(VRM modified) X11DPi / X11DAi / X11DPH boards ?

Oh, I thought the retail versions of those boards supported that CPU. Where do you find VRM modified versions?

imho only at taobao china.
do you need a supermicro board ?
for those prices you can get GB MD71 / ASRock C621 boards.

I don't need one, but I have fan control scripts that control fans based off drive temperatures that uses SuperMicro's IPMI. I can adjust it for another vendor, but figured I would go SuperMicro if possible. It's sounding like I may be better off just buying an ASRock board that's known to work without any modifications. Thank you, I was very close to purchasing a stock SuperMicro board!

you refer to the Plat P-8124 SR2YS (SKL B1 50653)
there is also the Plat 8124M SR37R (SKL B1 50653)

the Gigabyte MD71-HB0 BIOS R10 includes microcode SKL B1 50563
the Gigabyte MU71-SU0 BIOS R7(and up) includes microcode SKL B1 50563
Do you per chance know if the MR91-FS0's Bios also has the necessary microcode? (For the P-8124 SR2YS in my case)

the latest MD71 & MU71 BIOS include/supports MC B1(50653) for P-8124 & P-8136.
same for MR91

BIOS R14
1. Add microcode for Processor P-8124 and P-8136

Thanks a lot, didnt think it actually would be listed in the release notes ... (Supermicro does not tend to be very vocal there)

understandable. Gigabyte is the only vendor with support of these steppings in standard BIOS. apart from the rare Tyan motherboards.

BTW these 270w SM boards are specifically ordered by one of my acquaintances, the boss of Qifei tech. He did not report any difference in hardware between the old and new versions. The only difference should be the program in the PWM controller. Manual flash is possible but the programmer for this thing is expensive, and you need to desolder it.
i finaly have done this by myself at home on a X11SPM-F
The original value OCP_ICC_MAX is 228Amps.
by setting this to 255A, a CPU with a TDC(thermal design current) of 255A will work.
ALL OEM custom 240W CPU have a TDC of 255A, the Plat. 8222CL too, even it has only 200W TDP.

but note the latest BIOS 3.5 of the X11SPM rejects all TDP higher than 165W(earlier BIOS allowed up to 240W)
that may apply to other supermicro X11 models too.

May I know how you make X11SPM-F support those OEM CPUs? Flashed modded bios? or programmed VRM?
