ESXi iSCSI on Guest 2008R2 without passthrough

I need to move my dc from phyiscal to virtual, need to be able to use iscsi, but current controller doesnt allow passthrough. Is there any work around for this?

If your VMware network is configured properly, you will not need to pass the adapter through. Use vSphere Distributed Switching. This allows you to utilize your adapters on the host with multiple vlans and configure any vnics and vlans you will need for your guests.

I have some quad Intel cards by HP, but cannot pass them through.

You don't need to pass them through. Create multiple networks with distributed switching with your quad cards, some for iscsi which you assign to the dc, the other for your windows network. Here is a link to Distributed Switch Concepts.
