That seller deals in "re-marked" chips. They are in fact ES chips (of unknown sourcing) but they pop the lids, polish off Intel's markings and re-print legit-looking marks.
Look carefully. Intel's markings are printed over etching...his are simply printed. Intel includes a serial number on the near the lower part of the chip...his do not. There are other differences but they are subtle (Intel security markings).
The real problem with these chips is when YOU resell them. They look legit, but they are not. You are at some risk of being accused of dealing in counterfeit goods.
I don't say this is not an ES Xeon, i say it looks like a new(others had scatches on it but allways working).
The E5-2630L v4 is labeled with 1,7Ghz, the standard Retail version is 1,8.
I have a E5-2658v3 ES allready from this seller with "intel Confidential" marking.

Fire it up and take a look at it in CPU-Z. 99.99999% guarantee you read "Genuine Intel" like all other ES chips rather than "E5-2630L V4" like you'd see on a legit retail chip.
As you noted, but the S-Spec is unknown (and CPU-world's knowledge base includes some really obscure stuff) and the speed is wrong for an E5-2630L V4.
I've purchased ES from this same seller many times. I've gotten re-marked chips often. I doubt he sent you a valuable chip at a discount price by mistake. I didn't mind dealing in ES with him, but when he started shipping re-marked chips I decided he was not a seller I wished to do business with. My decision - your choices are your own.

I don't say that is not a ES
The seller writes this is an Engineering Sample, and i bought it.
And i expect that i get an ES.
The marking is Aceton resistant, with my microscope i see its well made with a laser-dot printer.
At official Intel pictures from the v4 series there are no numbers on the pcb, there is a dotcode and a R3.

i enabled VT-x VT-d in BIOS, VMX shows green now in HWinfo.
Don't know how to find out if it is usable.

47 Watts in windows doing nothing, cores mostly at 1200mhz
88 Watts in windows with CPU-Z stress cpu running

Have you found any issues yet with the chip?
If you enabled vt-D in bios that means chip should have it, and it works -- test: install ESXI via USB, and then try to pass-through your Radeon video card or a HBA. Likely will work fine since shown in BIOS.
Thinking about testing one of these out for cheap before going xeon-D because I have spare 2011-v3/4 motherboard sitting here!! Could build system with same features as xeonD for 40-50% less and have capacity for more RAM, and swap CPU if I wanted even in future.
There's some $99-130$ slower chips that would save a bit more too, not really a bad thing for a backup/file server that runs a couple VMs.

I am sorry, but i am not able to install ESXI.
Is there any other way to test it ?
Maybe any VM software installed in windows 7 ?
I found what appears to a custom SKU from Intel that matches the E5 2699 V3 in most aspects.

The stepping information in CPUID appears to match retail versions, and the S-Spec according to the seller is QG24. Should I pull the trigger on this one?

the E5-2629v3, 2649v3, 2669v3 and 2686v3 support DDR3 memory
and have special MoBo's for that.
I don't know if the 2686 works on a regular R3 Socket.
There is actualy no data at intel, and no cpuid.
its a custom SKU, maybe only supported in custom-branded servers
i would be careful.
Interestingly another eBay seller selling the same chip confirms compatibility with AsRock X99 motherboards and some standard C612 mobos. If so this chip is truly a little freak.
