No. QDR has a maximum link rate of 40Gb/s but due to the data encoding it really ends up being around 32Gb/s.
FDR-10 has a link rate of 40Gb/s but has updated encoding that ends up being the full 40Gb/s.

EDR - 100Gb/s
HDR - 200Gb/s
NDR - 400Gb/s

If its a pcie card it should be no issue to run the appropriate FW (or crossflash). Follow one of the million guides here
Only the vendor specific non PCI-E ones sometimes dont have a matching fw available (ie I have an intel embedded that cant be updated since there is no 56G version of the card to flash to)
