c6100 are 2.5 or 3.5, and no PSU or anything? Or they just missing CPU's?

C6100 are the motherboard, tray and heatsinks only. Basically, if you wanted a spare or if you wanted an extra so you could do very fast CPU swaps. They are not the whole chassis.
