According to Ruckus datashaeet, ICX-6450-48p will hit 31 Watts at idle, but 771 watts at a mere 5% throughput. The non-POE model hits 51 watts at 5% throughput.

Is it possible to disable POE to have power draw similar to the non-POE model?

pretty sure those figures include 100% POE utilization. I have a single POE device (Ruckus R710 AP) on mine, and 20ish ports (no SFP+ transceivers), and it's in the 60-70W range
