As explained to me by support. You should update the BIOS first to 3.20. Boot the system to read the new BIOS. Then shut down to flash the BMC chip to 1.19 with the DOS updater. It was explained to me that the BMC couldn't be flashed UNTIL the 3.20 BIOS was in place and booted at least once.

I was able to get it working but the trick was to remove my discreet gpu. thanks for the follow up. I think I see the other issue that you were talking about with 1.19. It doesn't show any details for the system components. Not a big deal as I really only need to watch the sensors and wanted to ensure my milan (7763) cpu would boot.
