Didnt have much luck in making those not gobbling power either. Was just looking at power numbers the other day.

104W .... No PCI or anything, but set to 'Max Performance'' mode in BIOS.

nothing saying if we don't know the core clocks.

I want to try another distro of linux or something, just boot up it as is and see if the power draw is similar to XigmaNAS

depends on the RAM. remove two and check again.

I have a 846 with 22 hdds + 2 ssds, h12ssl + 7443p consuming about 250watts and your power consumption looks what I would expect

If it is, then it's either these things pulling the extra power, if removing all HDD and PCI cards.
