What are considered safe operating temperature ranges for 2933/3200MHz DDR 4 RDIMMs? I'm trying to dial in noise and cooling on a AMD Epyc 7302p build and don't want the ram getting too hot, but also want to keep the machine as quiet as possible. Thanks!

Micron rates their NAND for 95C, with industrial versions going to 125C. I imagine most manufacturers are pretty similar.

Wow, 95C is absolutely blistering! I can’t imagine any components inside a server running that hot with any type of long life expectancy.

Hot for a human maybe. Most consumer Intel CPUs are rated for 100C and some go to 110C for example.
