If your PSU has poor efficiency at low loads. You could replace your PSU. HDD spin down helps but supposedly increases wear and tear. Turning off unnecessary components from motherboards helps like integrated audio USB ports etc.

The static electricity passing through board, through standoffs to ground would actually damage the board so conductivity of brass standoffs plays no factor here.

I've found at least NFS over RDMA is pain in the ass to install given my experience i would just get fast enough cpu as @Stephan recommends.

Thats is not silent though it can be to some degree silenced there is question if the drives would be properly cooled. And you will fighting lack of connections from PDB. Subjectively server case does look bad outside of rack if there are any requirements for looks.
When was the last time you saw low profile GPU?
In my opinion just get tower with required amount of 3.5 disk bays prefer those which have these bays included otherwise you will have shell like 20€ for 2 disk bay each.
This one has 8x hot-swap bays and is from UK...
Not that great solution that bracket is there for reason if you bump into chassis and server is running that card might get loose and you will get in best case just freeze/kernel panic on your server
I would recommend to make cutoff with angle grinder and keep the bracket on.
If am running old out of support motherboard i upgrade because most people update to latest version.
This eliminates potential problems and i am able to find topics on internet aplicable to my (latest version) of the BIOS
