So, imidiately after posting, I tested "High performance" power plan on Windows aaaaand it boosted as it should (2.54Ghz, but maybe temp limited, still not figured out)... in this plan, on idle, the CPU clock is 3Ghz... so returent back no "Balanced" power plan and again, max boost clock 2Ghz...
