I think you're right. Just tried it with a TP Link Kasa smart plug with energy monitoring and it reads just about 20W lower all the time. Noticed the original power meter I used had a power factor readout that seems to be 1 all the time so it may not be that accurate. Thanks

This has worked for me on both a x3650 M4 (model 7915) and a x3650 M5 (model 8871). You'd just need to watch temps to ensure things don't get too hot.
I'm also having a very similar issue with a T630. I know it's a different CPU (GX-420, 2.0 GHz base, 2.2 GHz turbo) but the same thing is happening. When under a single threaded load it will turbo up to 2.2 GHz, however when running a multi-threaded load each core will only reach about 1.4 - 1.6...
Did you get around to doing this CPU upgrade? I have a x3650 M4 and am looking at going from E5-2620 v1 to a v2 processor but am struggling to find out if it's supported. Was it just a firmware/IMM upgrade first?
