Ryzen 5 5500 vs 4650g

Hello guys,

I want to get into home labs and thinking about a tower.

I have two options in sight.
Option 1 self build:
Ryzen 5 5500
16 GB RAM 3200 Mhz
No name 350 W Bronze 80+
MSI B450M
2 TB Seagate Barracuda
~ 320 Euros with shipping

Option 2 pre build second hand:
Ryzen 5 4650g
16 GB RAM 3200 Mhz
Bequite pure power 11 400 W Gold 80+
MSI B450M
SSD 500 GB
HDD 1 TB

~ 310 Euros with shipping

I live in Germany where energy cost is horrendous, so I would prefer low energy cost.
I have a spare Nvidia gtx 970 that I can use on Option 2 but probably must use on Option 1, my plan is to run unraid (for now) so I could flip the SSD of Option 2 for 50 bucks.
I plan to run the typical arr suit, plex/jellyfin and maybe some servers occasionally.

If someone more knowledgeable could help me out I would deeply appreciate it.

tl/dr: none of the above.

I'd take a 4650G over a 5500. CPU performance is roughly the same and you have graphics and ECC (unregistered) support on the 4650G.
I'd think twice about the MSI B450M. Mainly because it only has one M.2 slot. What exact model? There are older boards with only two DIMM slots.
Why limit yourself to mATX if you plan a tower build.
Why so small and rather old HDDs?

Edit: What's your budget?
