Is there a Ceph equivalent to ZFS import/export? For instance if you have to reinstall the host OS can you just reinstall Ceph and then import the OSDs without data loss? Or do you have to recreate all OSDs and pools then restore from backups?

Assuming you're following best practices of keeping the host OS separate from the OSD drives, you can recover from a failure of the OS drive by reinstalling the OS and ceph and either restoring /var/lib/ceph from backup or reapplying managed config via ansible/puppet/etc. However, OSD config is not stored directly on the OSD drives in superblocks like with zfs.
