And I'm guessing LGA-2066 might idle a bit lower due to less components (less PCIe lanes, less MC channels, etc.) compared to LGA3647?
not much in my experience,1-2Watts.
And the idle package power is CPU only, any info on complete system power then (I'm aware it will be highly dependant on add-in cards, memory, hard drives, etc.)?
add 50 to unlimited Watts depending on the other hardware used in the system.

Xeon W-3245 QS 17W package power but tends more to 20+

However the energy prices are not looking good in Europe
i managed to reduce the IDLE power consumption of a workstation from 150 down to 112Watts
by basicaly replacing the PSU with a titanium one. one downside is that the new PSU is lower wattage rated,
but runs now in optimal range.
