I usually set all my cores to max, can do this through Power Management on Windows and Bios but i would hesitate to state thats an overclock.
Please look again, use GPUZ or HWinfo, with V3 CPU and Windows or BIOS does not offer ALL CORE Turbo .
You may be able to hit max clock with one or more cores , but not ALL cores.

I have no interest in defining the word "overclock".
Please google all-core-turbo , and read the long running thread.

I do believe it is best practice to use the High-Performance mode of power management in Hyper-V Windows Servers.

What V3 CPU?

Basically all of them that do not have unlocked multiplier. For v3 Xeons it was actually possible to increase all-core turbo frequencies. No longer possible with v4.
