Does anyone have any tips on removing the passive heat sink on a SuperMicro X10SDV series motherboard/Xeon D-1500 series CPU? It seems like they may have used thermal adhesive instead of the typical thermal paste, because after unscrewing it, it just doesn't want to come off.

Get it hot and it will come off easily. Easy way is to power it up for a bit with no airflow over the passive heatsink. Sitting idle in bios for a while will usually be enough.

Like @PigLover said, warm it up a little bit and try to twist it a little bit and step by step. Do not try to get it of moving the cooler angular. This can destroy these boards. I put a grahite thermal pad instead of thermal paste on it in order to not have all these problems again. Better temps, no maintenance needed and cooler comes off easily.
