X10SRH build doesnt past POST

My new FreeNAS build doesn't past POST, there is no beeping or any other indication of errors, just stuck at "system initializing ..." ( and the 3rd dot is blinking)
SM X10SRH-CF
DDR4 - 64Gb - 4x16 GB 2Rx4 PC4-17000R DDR4 RAM Module REG ECC
INTEL XEON E5-2630L v3 QS CPU Haswell 1.8 GHZ 8-CORE 20 MB L3

The question is , which component is more likely to be fault? Memory or CPU ? or the motherboard?
How do I move forward diagnosing this?

I don't have any spare parts, these are very expensive, to diagnose with, my current system is a E3.

Does it beep if you remove the ram modules?
I'd think it might be the CPU...

Good Idea, Ill check as soon as I have fixed the degraded volume I just got as a bonus when I'm moving parts back and forth now :(

No beeping in post without ram modules.
Damn you might be right then, I thought a QS cpu would be fine. guess not.

Unless the speaker is disbled? is that even possible?

Nowadays? I dont think so.

Are you sure you don't have a short? And mounted the cpu correctly? Usually the SM Boards work very well with ES CPUs

Well its hard to miss the triangle, so the alignment shouldbe fine, but I will double check and reseat the cpu.
Damn I need to get a vga cable and hook it up to a monitor and not using ipmi for bios/post diagnosing, so I can put the system on my desk for the testing.

Finally I got it to beep! 6 beeps without memory installed!

did bios recovery and turning it on and off back and forth with a screw driver, havent attach powerboutton yet.

I got it to boot only using 2 dimms! Might the a bad dimm and or bad dimm slot in the motherboard.

it should complain then and not stop at initializing.. but one step after the other;)

Booting with 4 dimms.

Its not the first time I have to reset BIOs etc to get a system up and running, but this one I been at it for hours! Resetting rebooting etc. etc. really difficult to get it past post.

It halts on initializing "B7" afaiks in the video. So your problem is the RAM. Remove every DIMM except slot A1. Change the DIMM if it still hangs.
