I've seen the Supermicro H11SSL-i go for about $275-$300 on eBay and other forums. So that's about the ballpark I'm looking at.

Prefer the Asrock Rack version if possible, EPYCD8 or EPYCD8-2T. Supermicro works as well.

I have a 7001 series CPU to put in it (hence the non-Rome ask). However, I may entertain 7002/7003 series boards.

Sorry, no Gigabyte variants. Have read horror stories of that one and Linux kernels.

i recommmend to buy a new board from a licensed reseller.
if you buy supermicro or asrock board you can not RMA them as a private.
you need to find a company which do that for you, not cheap if you find one.

Humm. I've RMA'd several Supermicro bought second hand/eBay. Since 2007, if memory serves. Tyan as well.

But no idea on ASRock...
