have done recently on a R640, i don't know.
R740 can be different and you need to power up with cpu's installed.
I didn’t have to last time.

The wires are in the right place correct ?

Is there a bios version that might not work or something like that?

I did a search and a Japanese guy had exactly the same problem and it turned out that the programmer board was defective. He had another member check the board and it came back all zero is as hardware identification.

What software package did he use to check the programmer board?

There’s no way for the VRM to be locked is there?

if you use laptop/notebook with 2pin AC adapter the MCP2221a is probably damaged if not ground connected first.
there is about 100V AC between ground of laptop/notebook and R740.

What software package did he use to check the programmer board?

still nothing found. check connection MCP2221a -> R740.
buy new MCP2221a and don't use laptop/notebook (or ground USB shield to R740 shield first)

Also, when I try to install the driver from Microchip, it says that it isn't compatible
don't need a driver with w10 and up..

Is there anything in Idrac that might be interfering? Do I need to confirm a setting or bios or Idrac version?

I can load a processor and a ram stick

I checked that the ground terminal on P4 had continuity to ground

New board, tested in front of me. They couldn't believe the board they gave me was dead. They said they tested it and I believe them.

All VRM programming went smooth
