8273CL don't need ICC_MAX mod.
but they are special in some kind, maybe you have to use early 2nd gen BIOS(full size microcode)

there are still 3 double FAN in the blade. and beside that:
I doubt that enough +12 power can be delivered to the blade. PCB conn. and from there 2x 6 pin to the board.
some has probed 2x 8251C in a T7920 with huge problems because one CPU gets hot air from the other.
edit: only one CPU should be ok.

this VRM modd do not solve any TDP block.
i.e. a Plat.8272CL 195W does not work on most motherboards even if they support 205W TDP.
get a MCP2221a, locate JVRM1/JVRM2 and check the ICC_MAX value of the VRM controller.
if the ICC_MAX is lower than the TDC 189A of the E5 2687W V4 this VRM modd should help.
but do not change to 255A with my c# cli app, ask me for a special version ICC_MAX set to 199A.

trace from SMD resistors, they are in series to a possible i2c header.
or connect directly there. but on resistor at the opposite side of the chip.
no idea. if you search for VRM controller your pictures are not helpfull.
the VRM controller is around where the coils/chokes are.
MP2956A is vrm for RAM. CPU VRM can be MP2955A or MP296x
most GB server boards support Platinum P-8124 ( TDC 255A )
have you tried a 8272cl or 8275cl without VRM modd ?
I measured that there are 32.9 ohms between these 2 resistors, shouldn't it be about 7 ohms normally?
