VMWare NSX - I've some basic design questions

We use Cisco OTV to stretch layer2 from NY to NJ datacenters. Possibly looking to replace OTV with NSX/VxLAN. So VxLAN is the main desired feature at the moment.
a) I assume NSX Standard edition should be sufficient?
b) we have a dedicated ESXi cluster for Dev/Test/UAT machines that don't generally require stretched networking. Can I skip these in NSX (to save licensing costs)? I assume it would require a separate VDS?

any other gotchas? and I will probably have more questions

So over at the more knowledgable place called Reddit/r/vmware (shocking I know), I've learned a few things:
a) NSX-V - or the traditional NSX VMWare only is basically on life support and nearly dead. NSX-T will surely replace it
b) NSX-T besides many other differences isn't using VxLAN, but another encapsulating protocol called GENEVE.
