upgrade for Blue Iris

I am buying the house next door to my current home and will be running fiber between the two location to make a single network. Right now my current blue iris box is a HP elitedesk 800 G1 with i7-4770s and current usage is around 30% idle and 80-95% when recording. The current camera 6x 2.1MP, 3x are 4.9MP and 1x 8.3MP for a total of 10 cam each at 15 fps. The new place will have 8-12 x at 8.3MP and would like to be on the single device for all cams. I would like something with Intel quicksync and lowish power usage, what would be a good upgrade?

You could stay in the same form factor by looking on eBay for an EliteDesk 800 Mini G4 65W and upgrading the CPU to I5-9500 or I7-9700.

Similar idea at lower cost, but in a little bigger box - the HP 290-p0043w can be found for ~100-130 on eBay and upgrade the CPU & disk as needed (also supports 9th gen CPUs).

Just for comparison, for Blue Iris your current CPU is ~= I3-9100, I5-9500 is about 1.5x faster, I7-9700 is about 2x.

None of these should completely break the bank...

fixed the wording. I know that it will take a new system to host all 20 cams but still want lowish power usage. I know that I can do it with a brand new parts but was hopping something from the used market that would allow me run the cams , not break the bank to buy and not cause the power meter to spin like crazy

Protip: ThrottleStop. It turned the i5-4570S in my parents their ThinkCentre into a 4570T with a 100mV undervolt. Runs ICE cold even under AVX load, and that's without a delid.

I think 12x8MP cameras is going to be a tall order for the 4770 even with Quicksync you will be pushing the limits of that old system. Something like an 8th or 9th gen would be a better choice, but harder to find used.

Do you have a really, really good reason for 8MP cameras (basically 8MP*15FPS*12Cams = 1440 MP/s load)? They can't see for crap in the dark, so unless all your best footage is going to be well lit you should get big sensor 4MP like 5442. Also visit ipcamtalk forums, and you can get a fair bit of help there with Blue Iris and figuring out system for camera loads as well as ways to optimize the load to reduce the demand on the CPU.

8-16 bay chassis, small system inside and allow for upgrades. Use a HW RAID card to keep I/O off the board and CPU. Server gear will provide better love than desktop.

I'm running a Haswell Xeon E3-1240 v3 at an office location with BlueIris, 13x 2-3MP cameras and a couple 6MP cameras (all around 5fps). According to Blueiris, it is doing 180 MP/s, network connection sits around 3,100 kB/s and using about 15-30% CPU per task manager. The E3-1240 v3 is a Quad core, 3.4ghz (w/turbo). Spec wise, it looks nearly identical to the Intel 4770. I'd give it a try with the hardware you have and turn the fps down a bit. There is no need for 15fps unless you have a special use case for it on a couple of cameras.
