That Ryzen is surprisingly efficient at low Frequency/Voltage was supposed to be a rather know fact if you paid attention to undervolting results. I recall that based on early testing when AM4 Ryzen was first released, Zen seemed to be perhaps even slighty more efficient than Kaby Lake, which was an amazing result, but the problem is that as you get above the 3 GHz range, the power efficiency goes down significantly (Basically, Zen stock frequencies are very close to the point where the Frequency/Voltage curve goes exponential), whereas Kaby Lake could go to around 4 GHz before that happened.
