Two LSI 9207-8i cards not being recognized in BIOS / UEFI Shell / DOS

I used to run a TrueNAS SCALE system with a Ryzen 5700G on an Asrock X470 Taichi board. The 5700G allowed me to use both x16 slots in x8 mode, where I had these two LSI 9207-8i cards at once, and it worked great. I've since retired this system over a year ago in favor of a ThreadRipper 3960X on a Gigabyte TRX40 Aorus XTREME board that came with 10 SATA ports, but I now want to add even more drives and pulled the two old LSI 9207-8i cards out of the retired system.

When I first set up the now-retired system, I flashed the latest IT mode firmware for these cards (P20 / 20.00.07.00) and their latest BIOS (7.39.02.00) and that's how I was able to use them in the first place. I used a UEFI shell USB stick with the `sas2flash` application and firmware/BIOS files.

The problem is that when trying to use either card, neither works. The cards didn't show up in TrueNAS SCALE, and when I checked I also couldn't see them in the system BIOS, nor in a UEFI shell nor FreeDOS boot. Here's what I tried so far:
- Tested multiple CPU's and motherboards besides the Threadripper one (the original Asrock X470 Taichi with a Ryzen 3700X, a Gigabyte X570 Aorus Master with the Ryzen 5700G, and an old Dell OEM board with an Intel 6700 non-K)
- Tested with CSM on the option for storage and PCIe set to "Legacy" and trying the "UEFI" option as well. I did this on each and every CPU/board combination I tested

I ended up ordering an LSI 9300-16i from a reputable ebay seller and Youtuber named Art of Server, but I sent them a message asking if they could identify whether my cards were real or fakes. I attached the pictures I sent them here, but they said they appear to be real. The only suggestion they had was to check the fuse marked F1 - in the first picture, it's a little white rectangle above the left-most PCIe pins - but I can't tell if the fuse is blown or not. Also not sure how I can even check that

Anyone have any suggestions on what I can try to get these cards fixed, or are they totally dead?
