Troubleshooting - Intel S2600CP2J Won't POST, No Video

Greetings,

I had a power outage 2 days ago and my FreeBSD NAS since won't boot up. There is no POST, no video, etc...however the system does power on.

PSU - Corsair HX 850
Mobo - Intel S2600CP2J
CPU - (2) E5-2670v2's
RAM - (16) 8GB Hynix

BMC Information
Virtual Front Panel reports "Amber Blinking due to fan fault"
System Debug Log dumps an encrypted zip file, and hilariously enough my Kali VM is currently down because this storage array hosts it :-D.

Troubleshooting Steps Taken
Unplugged CPU 2 (2x2) power, removed all CPU2 DIMMs, removed all but 1 (A1) CPU1 DIMMs. System continually reboots after 5-10 seconds.
My next step was to assume that somehow the CPU1 (2x2) power was messed up, so I unplugged it from the board, then plugged what was in CPU 2's (2x2) power into CPU 1's (2x2) slot on the board....still no luck and a reboot loop.
Next, I plugged 1 DIMM into E1 (for CPU2), giving me a single DIMM per socket. This yields 3 fast beeps which (POST Error Beep Codes for Intel® Server Boards and Intel® Server...) suggests is a memory error.

I also tried swapping CPU 1 to Socket 2 and CPU 2 to Socket 1, etc.

I also tried RAM from another known good machine.

Next steps I was thinking is to swap PSUs.

Any suggestions?
