It's been a while since I had to perform an autopsy, so I came here to make sure I exhausted my options.

The PC in question just spins up the fans for 2-3s, there is a single clicking noise coming from the PSU, and this cycle repeats.
No codes from the integrated error code display, probably because it's failing before anything gets initialized. No sounds from the beeper either.
I removed everything from the board, except the two CPUs. The board is outside of the case, on a piece of cardboard. Still the same issue.
I tried a different PSU: No change.
I tried the original PSU on a working PC: everything is fine, so it's probably not the PSU.
I tried the CPUs in a different board: they work fine.
I tried different, known good CPUs on the faulty board: doesn't work.
CMOS has been cleared of course.
I checked the board and sockets for any visible damage, but could not find anything.

Anything else I could try? My last attempt will be giving the board a bath in isopropyl alcohol. Don't have high hopes for that though.

looks like there's short; where? you need to look at everything for damages like small resistors/caps missing - and check on cpu phases. *at least couple hours of work if you don't see any obvious damages to the board. Since this is old board, i'd throw it to bin.
