How were the temps with the stock pentiums? Maybe the fan bearings are going bad, and the fans aren't pushing enough air even at full speed? Fan shroud installed properly and unobstructed?

These are 35W processors, so the heatsink should be fine. For example the 920x supports 65W CPU and so has a copper heatsink.

Maybe something todo with the thermal paste?
I have repasted BOTH machines 5 times, switching the heatsinks back and forth to test and both run the same. the fans constantly ramp up and down and up and down, gets annoying... and they run at 72-75c at idle and even peak as high as 80c not doing anything.... Getting really frustrated since I want to use one as a music streamer but dont want to keep hearing the fans.

Bearings are fine on both fans and push plenty of air. they are like new clean wise with no dust what so ever. Both are installed are they are supposed to be since you can only install them one way due to the screws holding them in. I never ran them with the stock CPUs' I got these both with no ram, no drive, etc so I just bought everything including the processors and ditched the originals

Can't tell for sure but I use 7700 non-T but with copper heatsink that I had to buy separately. Mine idles at or under 40C. Also has 10gbe NIC in there and 1 NVME. I think I did briefly try it with default aluminum one but that was years ago, I just remember that fan was unable to cool CPU but whether that was in idle I can't now tell. And I have P320 not M710q but they are all practically identical. Yeah I had to buy copper heatsinks for these 1LPCs to use best non-T CPUs. For 7th and 9th gen. T parts should be able to be cooled by default sink because they're 35W not 65W... Are you sure CPU is indeed idle?
Yes they are idle... I power them up and they sit doing nothing....
