now i have bought another used gigabyte designare mainboard ( my non-working board is also designare board).

what do you mean with " cross-ship" ?
They ship you a working board with label to send defective one back. It's quite common in enterprise hardware realm. They messed up, shouldn't have to wait another 4 weeks. It's a flagship product, they aren't treating it as such.

Have you contacted the place you purchased the motherboard from ? see if you can return it to them.

my mainboard is broken (gigabyte desingare x399 ex).

i tested my cpu 1920x threadripper in another designare x399 mainboard and worked. so my cpu was not the problem.

returned back to retailer and got my money

Good to hear you got a refund. The Designare X399 is a pretty good board, but these things happen with mass produced items.
