Supermicro X11scl-f sticking during boot

I have an X11scl-f:
Xeon E-2278
Corsair 650HX PSU
Quadro P600
Mellanox 341 10GbE
PERC 310
PERC 710

5x 3.5in
8x 2.5in

I originally had 3x 3.5in disks and it was fine, but added two disks and the system rebooted (with no message in the IPMI). I swapped the PCIe slots around removed the two extra drives and it booted. Added the PERC 710 and it booted. Rearranged the sata cables, added both extra drives and it wouldn't boot sticking at 99 (SuperIO). Removed both extra drives again and it won't boot.

Do you think I am power constrained or having PCIe issues?

Should I try removing the Quadro next?

I've done a series of reboots, basically with too many PERC controllers in the machine refuses to get past "SuperIO Initialisation.." 99.
I can't even get into the BIOS to do anything, remove the extra PERC controller and it boots slowly but okay.
