SuperMicro X11SBA-F vs A2SDi-2C-HLN4F in a fanless chassis

I am about to build a mini-ITX, low-power, fanless, fully passive NAS with 4x2.5" SSDs.
When looking at possible motherboards I am not sure what would work best:
  • X11SBA-F 6W Pentium N3700 with what appears be a very small heat-sink (2 additional SATA ports added through a mini-PCIe SATA controller)
  • A2SDi-2C-HLN4F 9W Atom C3338 with a higher power consumption but a much bigger heat-sink
Which one do you think is more likely to work properly with absolutely no air flow inside the case?

Are you aware of other candidates for this build?
Actual speed of the system doesn't really matter here, any low power CPU will be powerful enough for the kind of workload this NAS will be exposed to.
Needs to be mini-ITX, low-power, passive, and have some kind of out-of-band management support (IPMI, vPro/AMT, iLO, iDRAC, etc).
